Internal EU documents Reuters reported on 14 October recommend financial and technical support for Vietnam’s mining and processing sectors. No dedicated minerals partnership has been announced

Vietnam has deposits of rare earths, tungsten and antimony. Its existing tungsten and antimony exports to Europe support defence production, including ammunition

Chinese export restrictions and competition from other investors have heightened supply concerns. Regulatory uncertainty and technology-transfer requirements complicate investment in Vietnam

Vietnam also seeks closer cooperation: on 12 October, Prime Minister Lê Minh Hưng called for stronger EU ties in critical minerals, technology and energy transition. His remarks preceded the Reuters report
