Germany’s TKMS, in partnership with Norway, has been chosen to supply 12 conventionally powered submarines, replacing Canada’s ageing Victoria-class fleet
The programme is estimated to exceed C$100 billion over its full lifecycle, and the first submarines are expected to enter service by 2035–2036
TKMS highlighted interoperability with NATO navies, joint operations with Norway, and long-term industrial and defence cooperation as key advantages over rival bids
The consortium has pledged major investments in Canada, including partnerships with Canadian industry, defence manufacturing, and infrastructure, although the submarines themselves will not be built using Canadian steel because of specialised material requirements
