Montenegro Advances in EU Accession Talks

Montenegro and the EU provisionally closed two more negotiating chapters in Brussels on 6 November, leaving ten open as Montenegro aims to join the bloc in 2028.

What changed: The two chapters cover the free movement of goods and rules on food safety, animal health and plant health

Where talks stand: Montenegro has provisionally closed 23 of 33 chapters. The EU will continue to monitor how Montenegro applies its rules and can reopen chapters if needed

What remains: The remaining chapters include key rule-of-law reforms. The European Commission says talks could conclude by the end of 2026 if Montenegro sustains reforms and EU member states agree

Path to membership: The Commission’s roadmap points to June 2027 as a possible date for signing the accession treaty. The European Parliament must give its consent, and Montenegro and all EU member states must ratify the treaty before accession
